If you have an SCCA logbook, you'll presumably be wanting an SCCA annual... but if the car already has a WHRRI logbook, you'll get a WHRRI annual, no? Chris Childs is the Neon guy to talk to if you want the straight poop on how competitive the car is. From what I've seen, there's no way the Neon can put a candle to the real front-runners in ITA - Mosers, Ruck, etc. However, you might have better luck if you built it into a proper STU car. Being flexible FWD vs. RWD helps keep the cost down plenty - lots of FWD ITB/ITC cars around that are inexpensive and durable! And of course the Spec Neons.
